j) Governance & Management Structure
Properly Constituted Executive Committee/ Managing Body:
SJA have approved constitution from Department of Social Welfare, Ministry of Social Welfare under the Voluntary Social Welfare Agencies (Registration & Control) Ordinance 1961 (which accepted by the NGO Affairs Bureau). SJA hold elections regularly as per mandate of its constitution. SJA has a legally constituted Executive Board as per provision of its Constitution and after every election approval has been taken from the registering authority.

General Body: Consists of 21 members ranging from diversified professionals and ethnicity of which 1/3 is female. GB consists of founder members, general members and life members. The authority of this committee is supreme. Members of this committee elect/nominate the Executive Committee for two years period. This committee will look into the accounts of the organization prepared by the EC. This committee approve yearly budget, amend constitution, and take decision regarding election. Two meetings of the committee held in a year.

Executive Committee: Consists of 07 members represents a wide range of social strata, professions and experience and elects according to the procedures of electoral role of the constitution for two years term. The entire plan of the organization prepares according to the unanimous decisions of the committee. EC is responsible to implement and evaluate all the activities and maintain all the accounts of the organization. Meeting of the committee will be held four times in a year. Emergency meetings call if necessary/needed.

Management: The Executive Director (former UNV under UNDP Nepal, with having 25 years of diversified development experiences within the country and abroad through working with UN, international and national organizations) is the chief functionary of the organization and is accountable to the EC for the implementation of the Committee’s decisions and the smooth functioning of programs. Within SJA the management system is participatory & decentralized, with program planning drawing on the experience and expertise of employees at all levels. SJA places great importance on building the capacity of individual employees and program participants. As such, all members of staff receive regular in-service training, annual appraisals and performance assessments. In order to better practice, transparency and accountability the organization has developed a set of service rules/personnel procedures manual; integrated financial manual; gender policy and capacity building checklist.

SJA’s activities are being implemented by a group of professional staffs and volunteers having prior experience in development field. Existing staff strength of the organization is shown in the following tables:

All the SJA’s targeted interventions designed and take place based on the needs of its communities through active participation of beneficiaries along with other stakeholders. Needs came from the root level by its front line staffs and then the management made an appraisal along with its beneficiaries after that it place to the senior management of SJA for place it to the Executive Committee of the organization. Finally based on importance and necessity the EC approved it for further progress. SJA is committed to effective utilization of funds for program activities through planning, forecasting and controlling finances as per GoB standard guidelines. The financial manual of SJA is guiding the all sort of financial activities of the organization for better management, record-keeping system to be transparent and well functioning. SJA’s all accounts (including general account and projects accounts) are properly audited on International Standard of Auditing [ISA] by government approved Chartered Accountant farms on yearly basis while government funded project by FAPAD/AG office in addition. The organization is based out of a fully equipped head office in Sylhet City. From here, support is given to other field/project offices for smooth functioning of its programs/projects.
